(a) A road traffic crash is a crash reported to the police which resulted from the movement of at least one road vehicle on a road and involving death or injury to any person, or property damage. Note also that to qualify as valid, crashes must meet the following criteria:
• the crash occurs on a public road, and
• a person is killed or injured, or
• the value of the property damage is:
  $2500 to property other than vehicles (after 1 December 1999)
  $2500 damage to vehicle and property (after 1 December 1991 and prior to 1 December 1999)
  The value of property damage is greater than $1000 (prior to December 1991) or;
• at least one vehicle was towed away.
(b)  Killed instantly or died within 30 days of receiving injuries.
